Remove dependency on sifive-blocks

The dependency on sifive-blocks really makes maintenance painful. The components which depend on sifive blocks should be moved to chipyard directly.

#153 Partially solves this problem by pointing to rocket-chip-blocks instead of sifive-blocks. Merging that would solve this problem.
