- Refactor fixtures to reduce duplication
- Remove duplicate fixtures from tests/api/auth/conftest and merge them into central conftest
- Move project members routers into /routers/projects
- Fix issue with ProjectMember definition where IDs were defined in duplicate (once from object, once from ids={} key in util)
- Move users router tests into /routers/test_users
- Add tests for utils added to do with users and project members
