yeah, there's a set of work needed to support this across channels. i updated the research doc to flesh out what needs to happen, but it's going to be layered on.

Summary
Activates production self-modification end to end. The extension now exposes production setup and publishing tools, updates the registry and instructions, and enables file editing through the configured proposal workflow.
This is the final PR in the stack and is stacked on the draft pull request publisher PR.
Validation
Focused tests were added or updated across setup, agent, proposal, publishing, and package-consumption behavior; the repository checks have not been run locally for this stack.
