Parameter "is_active" for schools in database would be useful

This has 2 use-cases:

• if a school is mad at us, we could just shut it down in the frontend but still download plans for datascience
• if someone submits a school, we can add it to the database as inactive and later manually activate it
  For the second use case, we should also built in, that there are 2 types of inactivity:
• completly inactive: school just exists in database, no plans are downloaded
• frontend-inactive: plans are downloaded and stored but not displayed
