Remove prettier from stylelint config

Disable prettier/prettier in the root .stylelintrc.json so stylelint becomes a pure linter, oxfmt becomes sole formatter. Stylelint will still report
non-formatting rules. Most invasive (overrides workleap-configs intent) but eliminates the conflict cleanly the other direction.
