Collapses the repository documentation onto the conventional root set. Removes CLAUDE.md, AGENTS.md, docs/, and shared/runbooks/, rewriting README.md as the single documentation entry point and folding the engineering-standards quality bar into CONTRIBUTING.md along with the generated-file rule and src//xaml/ authority.

References in .bestpractices.json, CHANGELOG.md, SECURITY.md, the security workflow comment, and setup-git-signed.sh are repointed to README.md/CONTRIBUTING.md, with each OpenSSF justification reworded so it stays accurate rather than merely repathed.

Note: scripts/Export-SnipITModules.ps1 was intentionally retained — it is executed by the Test-SnipIT-Build.ps1 AST round-trip gate and linted by security.yml, so it is not documentation-only. No src/ changes; SnipIT.ps1 is byte-identical.

README.md is rewritten as the documentation entry point. CONTRIBUTING.md
now inlines the quality bar that previously lived in the engineering-
standards runbook, and carries the generated-file rule and src/xaml
authority. .bestpractices.json, CHANGELOG.md, SECURITY.md, the security
workflow comment, and setup-git-signed.sh are repointed accordingly.
