docs: streamline repository documentation Remove CLAUDE.md, AGENTS.md, docs/, and shared/runbooks/, and fold the load-bearing facts into the conventional root documentation set. README.md is rewritten as the documentation entry point. CONTRIBUTING.md now inlines the quality bar that previously lived in the engineering- standards runbook, and carries the generated-file rule and src/xaml authority. .bestpractices.json, CHANGELOG.md, SECURITY.md, the security workflow comment, and setup-git-signed.sh are repointed accordingly. @
