Fix two file-operation issues reproduced with published appium-adb 16.0.8 and appium-android-driver 14.2.1 on Windows/Android emulators:
run-as <pkg> [ ... ]. On the tested API 26, 27, 28, and 30 images,[is available as a shell builtin but cannot be executed directly by run-as. Existing files are incorrectly reported absent, so deletion returns false. Run the quoted check throughsh -cunder the app UID.Validation: TypeScript build, lint, formatting, 248 Windows unit tests, and 10 file-action tests with the POSIX cases enabled through Git sh. Native tests on APIs 26/27/28 record the broadcast in a receiver: 8 of 9 inputs fail before the URI fix and all 9 pass afterward in PowerShell 7, Windows PowerShell 5.1, and cmd. Container push/pull/delete tests use the current #1101 changes as well; 22 special-character file-name round trips plus the capability check pass on API 30 with this fix.
This is independent of #1101's staging/newline fix. The shared apostrophe-plus-exclamation issue is addressed separately in appium/appium#22816.
